《企业法》第一百零三条第三款关于国有企业监事会负责人标准的规定 Law 2020 as follows:

1.根据公司规模，业主代表机构决定设立监事会，监事会成员为1至5人，其中监事会主席。财务总监的任期不得超过 5 年，可以连任，但在该公司连续任职不得超过 2 届。如果监事会只有 01 名财务总监，则该财务总监同时也是监事会主席，并且必须符合监事会主席的标准。

2。个人可以同时担任不超过04家国有企业的监事长和财务总监。

3．监事会主席和财务总监必须具备以下标准和条件：

a) 具有经济、金融、会计、审计、法律、工商管理专业或与企业经营活动相适应的专业之一大学本科及以上学历，并具有至少3年的工作经验；监事会主席必须具有至少 05 年的工作经验；

b) 不得担任公司经理或其他企业的经理；不得担任非国有企业的控制人；不是公司的雇员；

c) 不是公司业主代表机构负责人或副负责人的家庭成员；公司董事会成员；公司总裁；董事或总经理；副主任或副总经理、总会计师； Other controllers of the company;

因此，国有企业监事会负责人一年内未完成交办的任务的，可以按照规定予以解聘。
