– Within 05 working days from the date of receiving complete dossiers for establishment and expansion of high-tech zones according to regulations, the presiding agency shall send dossiers and documents to seek opinions from relevant State agencies;

– Within 20 working days from the date of receipt of the document seeking opinions and accompanying documents, the agency receiving opinions is responsible for sending written opinions on the content within the scope and field of its State management to the agency collecting opinions;

– Within 05 working days from the date of receiving full written opinions, the agency in charge of submitting the application for establishment and expansion of high-tech zones shall evaluate and summarize the dossier according to the corresponding contents prescribed in Clause 3, Article 8 of Decree 10/2024/ND-CP for the establishment and expansion of high-tech zones.

+ In case of necessity, the agency presiding over the establishment and expansion of high-tech zones shall organize meetings with relevant ministries, branches and the Provincial People’s Committee or establish an Advisory Council to clarify related issues;

– During the dossier evaluation period, in case there is a request to edit or supplement the dossier, the agency presiding over the establishment and expansion of the high-tech zone is responsible for notifying in writing the Provincial People’s Committee for implementation. The time for amending and supplementing documents is not included in the time for evaluating documents;

– Within 05 working days from the date of receipt of the revised and supplemented application for establishment and expansion of the high-tech park; Upon request (if any), the agency in charge of submitting the application for establishment and expansion of high-tech zones shall prepare documents according to the provisions of Clause 1, Article 9 of Decree 10/2024/ND-CP and submit them to the Prime Minister for consideration and decision on establishment and expansion of high-tech zones.

(2) Contents of evaluation of dossiers for establishment and expansion of high-tech zones include:

– Legal basis and necessity of establishing high-tech zones, expanding high-tech zones;

– Assess the satisfaction of conditions for establishing high-tech zones and conditions for expanding high-tech zones specified in Article 6 of Decree 10/2024/ND-CP;- Assess the feasibility of the development direction of the high-tech park; Plan to mobilize resources to invest in building the technical infrastructure system of the high-tech park, the extension of the high-tech park and the connection with the infrastructure system of the invested high-tech park; the ability to balance the state budget;

– Preliminary assessment of the effectiveness of scientific and technological, socio-economic contributions of the establishment of high-tech zones and expansion of high-tech zones;

– Feasibility of solutions for establishing high-tech parks and expanding high-tech parks.

Pursuant to the provisions of Article 9 of Decree 10/2024/ND-CP, the documents submitted for the establishment and expansion of high-tech zones are clearly stated as follows:

Dossiers submitted by the agency in charge of establishing and expanding high-tech zones specified in Clause 1, Article 8 of Decree 10/2024/ND-CP to the Prime Minister for consideration and decision on establishment and expansion of high-tech zones, include:
