Short answer: No — at least not under Decision No. 08/2022/QĐ-TTg, because this was a one-time, time-limited support policy in 2022 (applying to workers renting accommodation during the period from 1 April 2022 to 30 June 2022), and the filing deadline ended long ago. Workers employed in cooperatives were once eligible for support, but no new applications may be filed under this Decision today.
Legal basis
- Decision No. 08/2022/QĐ-TTg on implementing the policy of rental support for workers (a time-limited policy, applied in 2022).
How did the 2022 rental support policy apply?
To avoid misunderstanding, it should be understood that: Decision No. 08/2022/QĐ-TTg was a one-time support policy of 2022, not a regular policy. Its main contents were as follows:

- Eligible persons: workers employed in enterprises, cooperatives, or business households with business registration in industrial parks, export processing zones, or key economic zones;
- Conditions: renting accommodation during the period from 1 April 2022 to 30 June 2022; having an indefinite-term labor contract or a fixed-term labor contract of 01 month or more concluded and performed during this period; participating in compulsory social insurance in the month immediately preceding the preparation of the support list (in special cases, the worker must be on the payroll list);
- Support level: VND 500,000/person/month for workers employed in enterprises; VND 1,000,000/person/month for workers returning to the labor market — for a maximum of 03 months, paid monthly;
- Dossier: the list of workers requesting support, certified by the social insurance authority (Form No. 03), together with a copy of the payroll list for special cases.
Why can no applications be filed under Decision No. 08/2022 today?
Decision No. 08/2022/QĐ-TTg prescribed the dossier receipt deadline for 2022, and the policy applied only to the accommodation rental period from 1 April 2022 to 30 June 2022. Therefore:
- Workers renting accommodation today fall outside the time scope of this policy;
- No new support applications may be filed under Decision No. 08/2022/QĐ-TTg;
- Any article presenting this policy as the “latest regulation in force” is misleading and should not be relied upon.
Is there any current support policy for workers renting accommodation?
As of the article’s update, there is no nationwide rental support policy similar to Decision No. 08/2022 currently in force. Workers in difficult circumstances may look into local social security programs in their place of residence or work — such programs (if any) are issued separately by each province or city.
Frequently asked questions
Were workers in cooperatives in 2022 eligible for support?
Yes, if they satisfied the conditions on rental period, labor contract, and social insurance as above — but this policy’s filing deadline has ended.
May employers complete the procedure on behalf of workers?
Under Decision No. 08/2022, employers prepared the list of workers requesting support. This provision now has only historical significance since the policy has ended.
