中文The minutes of verification of registration information for classification of wood processing and export enterprises are prepared under Form No. 04, Appendix I issued with Circular 21/2021/TT-BNNPTNT (a document still in force, consolidated). The receiving agency directly conducts or coordinates with relevant agencies to verify and prepare minutes where declared documents show signs of alteration, erasure, forgery or contain contradictory contents.
1. Where is the verification minutes template regulated?
Circular 21/2021/TT-BNNPTNT dated 29/12/2021 of the Minister of Agriculture and Rural Development regulating the classification of wood processing and export enterprises, effective from 01/5/2022, amended by Circular 22/2023/TT-BNNPTNT (effective from 01/02/2024) and consolidated in Consolidated Document 15/VBHN-BNNPTNT of 2024 — still in force.

2. In which cases must declared information be verified?
Point a, Clause 1, Article 5 of Circular 21/2021/TT-BNNPTNT prescribes the cases for verifying information:
a) The enterprise’s declared documents show signs of alteration, erasure or forgery; the declared documents’ contents are contradictory or inconsistent;
b) There is information as prescribed by law that the enterprise has dishonestly declared one of the enterprise classification criteria.
Thus, declared documents showing signs of alteration are one of the cases in which information must be re-verified.
3. Who is responsible for preparing the verification minutes?
Point b, Clause 3, Article 5 of Circular 21/2021/TT-BNNPTNT:
“The receiving agency directly conducts or coordinates with relevant agencies (where necessary) to verify and prepare Verification Minutes under Form No. 04, Appendix I issued with this Circular.”
Before verification, the receiving agency notifies the enterprise of the time and contents to be verified on the Enterprise Classification Information System (or under Form No. 03, Appendix I if the system cannot be applied). Where verification is conducted outside the provincial locality where the enterprise is registered for classification, the receiving agency sends the contents to be verified to the receiving agency at the locality where verification is needed for implementation.
Notes on applying current legal provisions
The original text of Circular 21/2021/TT-BNNPTNT refers to “labor and social affairs agencies” and the Ministry of Agriculture and Rural Development. After the organizational restructuring: the state management function over labor now belongs to the Department of Home Affairs at the local level; forestry and forest ranger matters belong to the Department of Agriculture and Environment (the Ministry of Agriculture and Environment under Decree 35/2025/ND-CP from 01/3/2025). Declaring enterprises should prepare complete and truthful dossiers to avoid prolonged verification affecting the classification timeline.
