Employees will be issued a replacement ID card at no cost in case the ID card has errors in the information printed on the ID card due to an error by the ID management agency.

4. Order and procedures for renewing and reissuing identification cards for employees in 2024
(i) The order and procedures for reissuing ID cards in cases of returning to Vietnamese nationality according to the provisions of law on Vietnamese nationality and reissuing ID cards shall comply with the provisions of Article 23 of the Law on Identification 2023.
(ii) In case of issuance or replacement of ID card due to gender re-determination or gender reassignment or change or correction of information due to change or correction of information about family name, middle name, or birth name; If the employee’s date, month, or year of birth has not been updated or adjusted in the National Population Database, the employee who needs an identification card must present legally valid papers and documents proving the changed information to carry out procedures for updating and adjusting information in the National Population Database.
(iii) The identification management agency collects citizen identification cards and used identification cards of employees in cases of issuance and replacement of identification cards.
(iv) Re-issuance of ID cards in cases of lost ID cards or damaged and unusable ID cards, except for the cases specified in Article 21 of the 2023 Identity Law, is done online on the public service portal, national identification application or directly at the place where ID card issuance procedures are carried out. The identification management agency uses information about the most recently collected facial photo, fingerprint, and iris and existing information in the National Population Database and Identification Database to reissue identification cards.

5. Deadline for issuance, renewal, and re-issuance of identification cards for employees in 2024
According to Article 26 of the Law on Identification 2023, within 07 working days from the date of receiving complete documents according to the provisions of the Law on Identification 2023, the identification management agency must issue, replace, and re-issue identification cards to workers.
Article 20. Use value of identification cards – Law on Identification 2023
1. An identification card has the value of proving identity and other information that has been integrated into the identity card of the person issued the card to carry out administrative procedures, public services, transactions and other activities in the territory of Vietnam.
2. Identification cards are used instead of immigration documents in cases where the Socialist Republic of Vietnam and a foreign country sign an international treaty or agreement allowing people of the signing countries to use ID cards instead of immigration documents in each other’s territory.
3. Identification cards or personal identification numbers are used for agencies, organizations and individuals to check the card holder’s information in the National Population Database, other national databases and specialized databases according to the provisions of law.
In case the person issued with an ID card must present the ID card at the request of a competent agency, organization, or individual, that agency, organization, or individual may not request the person being issued with the card to present documents or provide information that has been printed or integrated into the ID card; In case the information has changed compared to the information on the identification card, the card holder must provide legally valid papers and documents proving the changed information.
4. The State protects the legitimate rights and interests of people who are issued identification cards according to the provisions of law.
