Land books (red book) and land procedures

First-time issuance of land books, name changes on sale/donation/inheritance, plot splitting, land use purpose conversion, and extension of land use terms. Under the two-tier administration model (district level abolished from 01/7/2025), many procedures are now carried out at the commune level where the land is located.
