Law No. 133/2025/QH15 takes effect from 01/7/2026, replacing the Law on High Technologies 2008.
1. What is a high-tech park?
A high-tech park is a place concentrating and linking scientific research, technology development, innovation, incubation and commercialization of high technologies and strategic technologies, forming a high-tech ecosystem, contributing to enhancing national technological capacity and socio-economic development (Clause 1, Article 22 of Law No. 133/2025/QH15).

2. What types of activities take place in a high-tech park?
Clause 2, Article 22 of Law No. 133/2025/QH15 provides the functions (types of activities) of a high-tech park:
– Scientific research and development of high technologies and strategic technologies;
– Trial production of high-tech and strategic-tech products formed from research and development results within the high-tech park;
– Controlled testing of new technologies, products and policies;
– Incubation of high technologies and strategic technologies; incubation of high-tech and strategic-tech enterprises; innovative start-ups;
– Training, fostering and attracting highly qualified human resources;
– Trade promotion, exhibitions, and matching supply and demand for high technologies and strategic technologies;
– Provision of synchronized digital, technical and technological infrastructure and services supporting the park’s operations;
– Connecting and forming a high-tech ecosystem to promote and spread innovation.
3. What conditions must be met to establish a high-tech park?
Clause 3, Article 22 of Law No. 133/2025/QH15 provides the conditions for establishing a high-tech park:
– Conformity with the planning and orientation for developing high technologies and strategic technologies, and the local, regional and national orientation for science, technology and innovation development;
– Capacity for transport and technical infrastructure connectivity; connectivity with highly capable technology training, research and production facilities; high-quality housing and social infrastructure serving experts and employees;
– A feasible plan for investing in technical, digital and technological infrastructure systems and connecting infrastructure works;
– A feasible plan on resources for scientific research, technology development, innovation, incubation and commercialization;
– A feasible plan on attracting high-quality human resources and a flexible, effective management mechanism;
– An appropriate area scale; ensuring national defense, security and environmental protection. The provincial People’s Committee decides on the establishment, expansion and adjustment of high-tech parks in the locality (Clause 4, Article 22).
4. What principles must investment projects in a high-tech park follow?
Investment projects in a high-tech park, in addition to investment law and related laws, must conform to the functions of the high-tech park under Clause 2, Article 22 of Law No. 133/2025/QH15 (developing high technologies, innovation, technology incubation, training high-tech human resources, etc.). The specific conditions and criteria for each type of investment project in a high-tech park are detailed by the Government; investors should check the latest decree guiding the implementation of Law No. 133/2025/QH15 before proceeding.
Notes on applying current legal provisions
The Law on High Technologies 2008 and its guiding documents will be replaced by the Law on High Technologies 2025 (No. 133/2025/QH15) from 01/7/2026; the Government will detail Article 22 (expansion, adjustment, construction investment of high-tech parks; principles and criteria for investment projects; mechanisms, policies and state management).
