Perfume manufacturing carries the industry code 20231: Manufacture of cosmetics and perfumes, under the level-4 industry 2023: Manufacture of cosmetics, perfumes, soaps, detergents, polishing and sanitary preparations (Appendix II of the Vietnam Standard Industrial Classification issued together with Decision 36/2025/QD-TTg — VSIC-2025, effective from 15/11/2025, replacing Decision 27/2018/QD-TTg). 1. What is the industry code for perfume manufacturing?
Industry code 20231: Manufacture of cosmetics and perfumes (level-4 industry 2023: Manufacture of cosmetics, perfumes, soaps, detergents, polishing and sanitary preparations) under Appendix II issued together with Decision 36/2025/QD-TTg. When registering an enterprise, a perfume manufacturer registers industry code 20231.

2. Is perfume manufacturing a conditional investment business line?
Yes. Item 182 of Appendix IV to the Law on Investment 2020 (as amended and supplemented by Law No. 57/2024/QH15, effective from 01/01/2025) lists “cosmetic manufacturing” as a conditional investment business line. Under Clause 1, Article 3 of Decree 93/2016/ND-CP, a cosmetic product is a substance or preparation coming into contact with external parts of the human body for cleaning, perfuming, changing appearance, adjusting body odor, etc. — perfume is a cosmetic product. Therefore, perfume manufacturing must satisfy the conditions and be granted a Certificate of Eligibility for Cosmetic Manufacturing before operating.
3. Dossier for the Certificate of Eligibility for Cosmetic Manufacturing
Under Clause 1, Article 7 of Decree 93/2016/ND-CP and Points c and d, Clause 1, Article 12 of Decree 155/2018/ND-CP, the dossier for the Certificate of Eligibility for Cosmetic Manufacturing includes:
– The application for the Certificate of Eligibility for Cosmetic Manufacturing using Form No. 02 in the appendix issued together with Decree 93/2016/ND-CP;
– The floor plan and design of the manufacturing facility;
– The list of existing equipment of the manufacturing facility.
The dossier is prepared in 01 set, with the facility’s stamp across the page joints. The Certificate is granted where: the manufacturing facility applies for the Certificate; a certified facility relocates its production site; or a certified facility adds production lines beyond those already certified (Clause 1, Article 6 of Decree 93/2016/ND-CP). Where the Certificate is lost or damaged, a re-issuance procedure is carried out.
Notes on applying current legal provisions
From 15/11/2025, Decision 36/2025/QD-TTg (VSIC-2025) replaces Decision 27/2018/QD-TTg; the name of group 20231 has changed to “Manufacture of cosmetics and perfumes”. The authority granting the Certificate of Eligibility for Cosmetic Manufacturing now follows the local decentralization (two-tier local government).
