Short answer: No. A business household producing traditional animal feed for commercial purposes is exempt from the Certificate of Satisfaction of Animal Feed Production Conditions (Clause 8, Article 10 of Decree No. 13/2020/ND-CP, as amended by Decree No. 46/2022/ND-CP). Where a farming household self-mixes feed for internal use within the family, it is also not required to announce the product (Clause 2, Article 36 of the Law on Animal Husbandry 2018).

1. Must a business household apply for the Certificate of Satisfaction of Production Conditions?
No, if the business household’s establishment produces (produces, preliminarily processes, processes) traditional animal feed for commercial purposes — this is one of the two exempted cases in Clause 8, Article 10 of Decree No. 13/2020/ND-CP (as amended by Decree No. 46/2022/ND-CP).

Conversely, commercial production of animal feed via industrial lines (non-traditional) still requires the Certificate and full satisfaction of the conditions in Article 38 of the Law on Animal Husbandry 2018 (location, production lines, quality control, technical supervisor, environment, etc.).
2. Must self-mixed feed for internal use be announced?
No. Under Clause 2, Article 36 of the Law on Animal Husbandry 2018, animal feed not required to be announced on the electronic portal of the Ministry of Agriculture and Environment includes:
- Animal feed for internal consumption: self-mixed by the establishment for its own livestock needs, not exchanged or traded on the market;
- Animal feed produced on order for the internal use of the ordering establishment only;
- Other animal feed not subject to announcement under Clause 1.
Accordingly, a family household self-mixing feed for its own pigs is not required to announce the product.
Important notes
Exemption from the Certificate and from announcement does not mean exemption from all obligations: the establishment must still ensure the quality and safety of the animal feed; comply with regulations on disease prevention and environmental protection; and must not place substandard products on the market.
