Can a Travel Company Quote in Foreign Currency? Current Legal Rules

Rate this article

Quick answer: Yes — when serving non-residents. Under Circular No. 32/2013/TT-NHNN (guiding the restrictions on foreign exchange use within the territory of Vietnam; now consolidated in Consolidated Document No. 28/VBHN-NHNN dated 20/01/2026), an organization may quote and value in foreign currency and receive payment in foreign currency by transfer when supplying goods and services to non-residents. A travel company providing tours to foreign tourists (non-residents) falls within this case.

Current legal framework

  • Ordinance on Foreign Exchange 2005 (amended 2013) — Article 22: restrictions on foreign exchange use within the territory of Vietnam;
  • Circular No. 32/2013/TT-NHNN — Article 4 lists the cases where foreign exchange may be used; now consolidated in Consolidated Document No. 28/VBHN-NHNN dated 20/01/2026.

When may a travel company quote in foreign currency?

  • Permitted: when providing travel services (tours, tickets, travel services) to non-residents (foreign tourists) — may quote and value in foreign currency and receive payment in foreign currency by transfer;
  • Not permitted: quoting or listing prices in foreign currency when serving residents (Vietnamese tourists) within the territory of Vietnam — the Vietnamese Dong must be used.

Key notes

  • “Non-resident” is determined under the Ordinance on Foreign Exchange (organizations and individuals not qualifying as residents); correctly identifying the customer’s status is a condition for application;
  • Payment in foreign currency with non-residents must be made by transfer at a licensed credit institution;
  • Listing or advertising prices in foreign currency outside the permitted cases may result in administrative penalties in the monetary and banking sector.
