So the question “when will the decree replacing Decree 01 be issued” now has an answer: the new document has been issued and is being applied in practice. All enterprise registration dossiers and procedures are now carried out under Decree 168/2025/ND-CP; Decree 01/2021/ND-CP no longer applies.

- Household businesses register at the commune-level Business Registration Office (matching the two-level local government model);
