What is civil cryptography?
Under Clause 18, Article 3 of the Law on Network Information Security 2015 on civil cryptography:
“18. Civil cryptography means cryptographic techniques and cryptographic products used to protect or authenticate information that is not within the scope of state secrets.”

What are civil cryptography products and services?
Under Article 30 of the Law on Network Information Security 2015 on civil cryptography products and services:
“1. Civil cryptography products are cryptographic technical and professional documents and equipment used to protect information that is not within the scope of state secrets.
2. Civil cryptography services include information protection services using civil cryptography products; appraisal and assessment of civil cryptography products; and consultancy on information security and network information security using civil cryptography products.”
Where should an application for re-issuance of the License for trading in civil cryptography products and services be submitted? How long does it take to receive the re-issued license?
Under Clause 2, Article 33 of the Law on Network Information Security 2015 on amendment, supplementation, re-issuance, extension, temporary suspension and revocation of the License for trading in civil cryptography products and services:
“2. Where the License for trading in civil cryptography products and services is lost or damaged, the enterprise shall send an application for re-issuance of the License, clearly stating the reason, to the Government Cipher Committee. Within 05 working days from the date of receipt of the application, the Government Cipher Committee shall consider and re-issue the License to the enterprise.”
Accordingly, the enterprise shall submit the application for re-issuance of the License for trading in civil cryptography products and services (clearly stating the reason) to the Government Cipher Committee.
Within 05 working days from the date of receipt of the application, the Government Cipher Committee shall consider and re-issue the License for trading in civil cryptography products and services to the enterprise.
