What is the economic sector code for timber exploitation?

Pursuant to Appendix 1 of the List of Economic Sectors of Vietnam issued together with Decision 36/2025/QD-TTg (the new economic sector system, effective from 15/11/2025), timber exploitation is classified as follows:

Level-3 code: 022 – Timber exploitation; Level-4 code: 0220 – Timber exploitation; Level-5 code: 02200 – Timber exploitation.

What documents are required to establish a private enterprise for timber exploitation?

Pursuant to Clause 1, Article 24 of Decree 168/2025/ND-CP, the dossier for registering a private enterprise as prescribed in Article 19 of the Law on Enterprises includes:

– The enterprise registration request (Form No. 1 attached to Circular 68/2025/TT-BTC);

– A copy of the personal legal documents of the private enterprise owner.

Note: where the private enterprise owner declares their personal identification number as prescribed in Clause 1, Article 11 of Decree 168/2025/ND-CP, the dossier does not include the copy of the personal legal documents of the private enterprise owner.

The dossier is submitted to the provincial-level Business Registration Authority where the enterprise’s head office is located.

Note: conditions for lawful timber exploitation

Registering an enterprise with the timber exploitation sector code is only the first step. To lawfully exploit, transport and trade timber, the enterprise must comply with forestry law, including requirements on the lawful origin of forest products, exploitation licenses (for natural forests), forest product dossiers, and traceability regulations. Exploitation of natural forest timber is subject to strict state management. Enterprises should carefully review the conditions under the Law on Forestry 2017 and guiding documents before proceeding.
