The economic sector code of cement production is specified in STT 23, Part C, Section II, Appendix II – Content of Vietnam’s economic sector system issued with Decision 27/2018/QD-TTg as follows:
2394: Production of cement, lime and plaster
This group includes:
– Domestic production of clinker and hard cement, including portland cement, alumina cement, slag cement and superphosphate cement;
– Production of quick lime, slaked lime, lime soaked in water;
– Production of calcium dolomite;
– Production of mortar from gypsum or calcium sulphate.
Exclusions:
– Production of refractory mortar and concrete is classified in group 23910 (Manufacture of refractory products);
– Production of products from cement is classified in group 23950 (Manufacture of concrete and products from concrete, cement and plaster);
– Production of products from gypsum is classified in group 23950 (Manufacture of concrete and products from concrete, cement and plaster);
– Production of precast concrete and dry mixed concrete and mortar is classified in group 23950 (Manufacture of concrete and products from concrete, cement and plaster);
– Production of cement for dental treatment is classified in group 32501 (Manufacture of medical and dental equipment and instruments).

2. What documents are needed to open a private cement production enterprise?
In Article 21 of Decree 01/2021/ND-CP there are provisions as follows:

Accordingly, Article 32 of Decree 01/2021/ND-CP regulates the receipt and processing of business registration documents as follows:
Receiving and processing of business registration documents
1. The person submitting the application for business registration according to the provisions of this Decree submits the application at the Business Registration Office where the enterprise is headquartered.
2. Business registration dossiers are received to enter information into the National Business Registration Information System when the following conditions are met:
a) There are enough documents as prescribed in this Decree;
b) The business name has been filled in in the Application for Business Registration, Application for Registration of Change in Business Registration Content, Notice of Change in Business Registration Content business;
c) Have a contact address of the person submitting the business registration application;
d) Have paid all business registration fees and charges according to regulations.
3. After receiving the business registration application, the Business Registration Office issues a Receipt of receipt of the application to the applicant.
4. After giving the Receipt of receipt of the application, the Business Registration Office fully and accurately enters the information in the business registration application, checks the validity of the application and uploads the digitized documents in the business registration application into the National Information System on Business Registration.

1. The Vietnamese name of an enterprise includes two elements in the following order:
a) Type of enterprise;
b) Personal name.
2. The type of business is written as “limited liability company” or “limited liability company” for limited liability companies; written as “joint stock company” or “joint stock company” for joint stock companies; written as “partnership company” or “HD company” for a partnership company; written as “private enterprise”, “DNTN” or “private enterprise” for private enterprises.
3. Personal names are written with letters in the Vietnamese alphabet, the letters F, J, Z, W, numbers and symbols.

5. Based on the provisions of this Article and Articles 38, 39 and 41 of this Law, the Business Registration Authority has the right to refuse to approve the proposed registration name of the enterprise.
