From July 1 to December 31, 2024, the registration fee for importing publications for business will be reduced by 50% according to regulations in Circular 43/2024/TT-BTC.
On June 28, 2024, the Minister of Finance issued Circular 43/2024/TT-BTC regulating the collection rates of a number of fees and charges to continue to remove difficulties and support production and business activities and takes effect from July 1, 2024.
1. 50% reduction in registration fees for importing publications for business from July 1 to December 31, 2024
Based on point c number 7, Clause 1, Article 1 of Circular 43/2024/TT-BTC, the registration fee for importing publications for business is equal to 50% of the fee collection rate specified in Clause 3, Article 4 of Circular 214/2016/TT-BTC. Specifically as follows:
“Registration fee for importing publications for business: 50,000 VND/application.”
Thus, from July 1 to December 31, 2024, the registration fee for importing publications for business is 25,000 VND/file.
2. Conditions for publishing publications
Pursuant to Clauses 2 and 3, Article 36 of the 2012 Publishing Law, conditions for publishing publications are stipulated as follows:
(i) Operating conditions for issuing establishments that are enterprises and public service units:
– The head of the issuing facility must permanently reside in Vietnam; Have a diploma or certificate of training in knowledge and skills in publishing publications issued by a specialized training and fostering facility in publishing publishing.
– Have one of the following types of business registration certificate, enterprise registration certificate or decision to establish a public service unit according to the provisions of law.
– Have a place to sell publications.
(ii) Operating conditions for issuing establishments that are business households:
– Head of household must permanently reside in Vietnam.
– Have a business registration certificate.
– Have a place to sell publications.
3. Regulations on licensing business and importing publications
(i) Domestic organizations and individuals, foreign organizations and individuals may import publications into Vietnam in accordance with Vietnamese law and in accordance with international treaties to which the Socialist Republic of Vietnam is a member.
(ii) Establishments operating in the business of importing publications (hereinafter referred to as establishments importing publications) must have a license to operate the business of importing publications issued by the Ministry of Information and Communications.
(iii) Conditions for granting licenses to import publications include:
– Have one of the following types of business registration certificate, enterprise registration certificate, investment certificate as prescribed by law.
– The head of a publication import facility must permanently reside in Vietnam, have a diploma issued by a specialized training facility or a certificate of training in professional knowledge of publishing publications issued by the Ministry of Information and Communications.
– Have a team of qualified staff to evaluate book content in case of book import business.
(iv) Application dossier for a license to operate the business of importing publications includes:
– Application for a license to operate the business of importing publications.
– A certified copy of one of the types of paper specified in the first bullet point, Clause (iii) of this Section.
– Curriculum vitae of the head of the publication import facility, accompanied by a certified copy of the diploma or certificate specified in the second bullet point, Clause (iii) of this Section.
– List of staff evaluating book content for book import business.
(v) Within 30 days from the date of receipt of the license application, the Ministry of Information and Communications must issue a license to import publications; In case the license is not granted, there must be a written response clearly stating the reason.
