When a business household moves its head office address to another province or centrally-run city, the household head must register the change of contents of the Business Household Registration Certificate with the Business Registration Agency within 10 days from the date of the change, under Article 100 of Decree No. 168/2025/ND-CP.
Note on current administrative boundaries: From 01 July 2025, local government is organized under a two-level model (provincial and commune levels), with no district-level government. The phrase “moving to another district” in older articles should therefore be understood correctly as moving the head office address to another province or centrally-run city.

Obligation to register when changing the head office
Under Clause 1, Article 100 of Decree No. 168/2025/ND-CP, the household head is responsible for registering the change of contents of the Business Household Registration Certificate with the Business Registration Agency within 10 days from the date of the change. Moving the head office address to another province or city is one of the changes that must be registered.
In addition, under Article 86 of Decree No. 168/2025/ND-CP:
- A business household’s business location is where the business household conducts business activities;
- A business household may operate at multiple locations but must choose one location to register as its head office and must notify the tax administration agency and the market surveillance authority of the place where business is conducted for the remaining locations.
Procedures for registering the change when moving to another province or city
Where a business household moves its head office address to a province or centrally-run city other than where the household registered, the dossier is submitted to the commune-level Business Registration Agency of the locality where the new head office is intended to be located, including:
- A notice of change of business household registration contents signed by the household head;
- A copy of the minutes of the household members’ meeting on registering the change of head office address (for cases where household members register the business household);
- Copies of personal legal documents of the household head and household members registering the business household (for cases where household members register the business household).
Upon receiving the dossier, the commune-level Business Registration Agency issues a receipt and issues the Business Household Registration Certificate within 03 working days from the date of receipt of a valid dossier. Where the dossier is invalid, this agency notifies in writing the contents requiring amendment or supplementation within 03 working days.
Within 03 working days from the date of issuance of the new Business Household Registration Certificate, the commune-level Business Registration Agency of the locality where the new address is located must notify the Business Registration Agency where the business household previously registered.
Upon being issued the new Business Household Registration Certificate, the business household must return the old Business Household Registration Certificate.
