1. Organizations and individuals producing commercial animal feed Commercial, animal feed orders must meet the following conditions:

b) Design the production area, arrange equipment according to one-way rules from input materials to output products, ensuring separation between production areas to avoid contamination cross;
c) Have appropriate lines and equipment to produce animal feed;
d) Have measures to preserve animal feed ingredients as recommended by the supplying organization or individual;
dd) Have measures to control harmful organisms, impurities, and contaminated waste so as not to affect the safety and quality of animal feed farming;
e) Having equipment and measuring instruments that are tested and calibrated according to regulations;
g) Having or renting a testing laboratory to analyze the quality of animal feed during the production process;
h) The technical person in charge has a university degree or higher in one of the fields of animal husbandry, veterinary medicine, biology, food technology, or technology. post-harvest turmeric;

d) Summary of the animal feed production process for facilities producing traditional feed and single ingredients.
3. The order and procedures for granting the Certificate of eligibility to produce commercial animal feed and animal feed according to orders are prescribed as follows:
a) Organizations and individuals send documents specified in Clause 2 of this Article to the competent authority specified in Clause 1 of this Article;
b) For establishments producing complete mixed feeds, concentrated feeds, and supplementary feeds:
Within 10 working days from the date of receiving the complete dossier, the competent authority will appraise the content of the dossier.
In case the dossier does not meet the requirements, the competent authority shall request the organization or individual to supplement or complete the dossier. complete the dossier.
In case the dossier meets the requirements, within 20 working days, the competent authority shall establish a team to assess the actual conditions of the animal feed production facility according to the content specified in Clause 2, Article 11 of this Decree and make a Minute according to Form No. 05.TACN Appendix I issued with this Decree.
In case the facility does not meet the conditions conditions, within 06 months from the date of making the assessment record, the organization or individual shall correct and send a written report on the results of the correction to the competent authority for appraisal and re-assessment of actual conditions (if necessary).
In case the facility meets the conditions, within 05 working days from the date of completion of assessment of actual conditions, the competent authority shall issue a Certificate of eligibility for animal feed production raised according to Form No. 06.TACN, Appendix I issued with this Decree; In case of refusal, a written response must be provided clearly stating the reason.”
