Does a Cooperative Registration Dossier Need a Production and Business Plan?

Where to register a cooperative?

Under the two-tier local government model (from 01/07/2025), cooperative registration dossiers are filed with the provincial-level Business Registration Authority — the Business Registration Office under the Department of Finance where the cooperative locates its head office. There is no longer a district-level registration procedure as under the old rules.

What does the cooperative registration dossier include?

Under the Law on Cooperatives 2023 and Decree No. 113/2024/ND-CP, the dossier includes:

  • Application for cooperative registration;
  • Cooperative Charter;
  • Production and business plan;
  • List of members; list of the board of directors, director (general director), supervisory board or controller;
  • Resolution of the cooperative founding conference.

Time limit for processing cooperative registration dossiers

The Business Registration Authority issues the Cooperative Registration Certificate within the prescribed time limit from receipt of a complete and valid dossier; in case of refusal, it must notify in writing and state the reasons clearly.
