In which cases are organisations and individuals eligible for partial R&D funding support from the Supporting Industry Development Programme?
Organisations and individuals eligible for partial research and development (R&D) funding support from the Supporting Industry Development Programme are those in the case prescribed in Article 4 of Decree 111/2015/ND-CP, as follows:
Research and development
1. Organisations and individuals conducting research and development for the production of supporting industry products on the List of supporting industry products prioritised for development are entitled to the following incentives and support:
a) Funding from the Supporting Industry Development Programme and support from Funds and other funding sources dedicated to research, development, and training;
b) Consideration for partial R&D funding support from the Supporting Industry Development Programme where they self-invest in technology research and development yielding highly effective application results;
c) State support of up to 50% of funding for pilot production projects for supporting industry products.
2. Projects to build research and development facilities for the production of supporting industry products shall be allocated or leased land by the State and enjoy land-use incentives as prescribed by land law; they shall be considered for support of up to 50% of investment in research equipment from the Supporting Industry Development Programme.
Accordingly, under the law, organisations and individuals are considered for partial R&D funding support from the Supporting Industry Development Programme where they self-invest in technology research and development yielding highly effective application results.
What is the maximum support rate for trial manufacturing costs of supporting industry products in application and transfer?
The support for trial manufacturing costs of supporting industry products in application and transfer is prescribed in Article 5 of Decree 111/2015/ND-CP as follows:
Application and transfer
1. Organisations and individuals conducting technology transfer for the production of supporting industry products on the List of supporting industry products prioritised for development enjoy incentives under technology transfer law and other incentives as currently prescribed.
2. Technology application and transfer activities for the production of supporting industry products on the List of supporting industry products prioritised for development are supported from the Supporting Industry Development Programme as follows:
a) Projects and schemes of cooperation between manufacturing enterprises and units possessing applied technology in technology transfer are supported with partial funding;
b) Trial manufacturing costs of supporting industry products on the List of supporting industry products prioritised for development are supported at up to 50%.
3. The State supports up to 75% of technology transfer costs for projects producing materials using more than 85% of raw materials that are products of deep processing of domestic minerals, including metal ores, non-metal ores, and petrochemical products, serving the production of supporting industry products.
Accordingly, under the law, trial manufacturing costs of supporting industry products in application and transfer are supported at up to 50%.

International cooperation on supporting industries in human resource development is regulated in Article 7 of Decree 111/2015/ND-CP as follows:
International cooperation on supporting industries
1. Expand international cooperation in supporting industry activities, especially with foreign countries, territories, organisations, individuals, multinational corporations, and foreign economic groups with advanced science and technology, to attract investment and create linkages between Vietnamese and foreign organisations and individuals operating in supporting industries.
2. Promote the search for and transfer of advanced technology into Vietnam to enhance the capacity of domestic supporting industry enterprises.
3. Promote international cooperation in supporting industry human resource development, prioritising cooperation in training students in supporting industry technical disciplines at advanced universities, colleges, and vocational schools in the region and the world; attracting and effectively utilising highly qualified personnel and talented young people to cooperate in supporting industry research and teaching in Vietnam.
Accordingly, under the law, international cooperation on supporting industries in human resource development involves promoting cooperation and prioritising cooperation in training students in supporting industry technical disciplines at advanced universities, colleges, and vocational schools in the region and the world.
Attracting and effectively utilising highly qualified personnel and talented young people to cooperate in supporting industry research and teaching in Vietnam.
