When registering an enterprise, many clients are uncertain about the business code for domestic work activities in households (e.g., domestic helpers, elderly and child care, cooking, house cleaning under contracts with households). This article guides how to determine the correct business code under the current Vietnamese Standard Industrial Classification (VSIC).
The Vietnamese economic classification system has changed since 2025
Previously, business codes were looked up under VSIC 2018 (issued with Decision 27/2018/QD-TTg). From 15/11/2025, the new Vietnamese Standard Industrial Classification — VSIC 2025 — issued with Decision 36/2025/QD-TTg officially took effect, replacing VSIC 2018. Therefore, when registering business lines today, enterprises must look up codes under VSIC 2025, not mechanically apply VSIC 2018 codes.

Which industry group do household domestic work activities belong to?
Domestic work activities in households — including tasks such as housekeeping, childcare, elderly care, cooking, laundry, gardening for households under agreement — belong to the group of personal and household service activities in the Vietnamese Standard Industrial Classification.
Under Appendix I issued with Decision 36/2025/QD-TTg, this activity is coded: 970 – 9700 – 97000: Domestic work activities in households (the level-4 code is 9700, and the level-5 detail is 97000). This group includes tasks such as: childcare, cooking, housekeeping, gardening, gatekeeping, laundry, elderly care, driving, cleaning, house-sitting, tutoring, guardianship, private secretary/assistant. Note the exclusion: provision of these services by independent providers (service companies) is classified under the corresponding service group, not code 9700.
How to look up and register the correct business code
Step 1: Correctly identify the nature of the intended business activity (supplying domestic helper services, versus brokerage/labor supply of domestic helpers — these two activities belong to different industry groups).
Step 2: Look up the corresponding 4-digit level-4 code in the VSIC 2025 Appendix issued with Decision 36/2025/QD-TTg.
Step 3: Record the code and industry name exactly under VSIC 2025 in the enterprise registration dossier. Where the activity has special details, add the business line details after the level-4 code.
Notes on business conditions
Ordinary domestic helper service provision is not a conditional business line regarding sub-licenses. However, if the enterprise simultaneously conducts labor supply or job placement activities (brokering domestic helpers to households), it must satisfy the conditions and be granted an Employment Service License under Decree 352/2025/ND-CP.
