1. What conditions are required to establish a company and rent a car for domestic tourists?
Pursuant to Article 31 of the Law on Tourism 2017, which stipulates the conditions for travel service business as follows:
– Conditions for domestic travel service business include:
+ Being an enterprise established in accordance with the law about business;
+ Deposit for domestic travel service business at the bank;
+ The person in charge of travel service business must have graduated from intermediate school or higher with a major in travel; In case of graduating from intermediate school or higher in another major, a certificate of domestic tourism operations must be obtained.
– Conditions for international travel service business include:
+ Being an enterprise established in accordance with the law on enterprises;
+ Depositing a deposit for international travel service business at a bank goods;
+ The person in charge of travel service business must have graduated from college or higher with a major in travel; In case of graduating from college or higher in another major, a certificate of international tourism operations must be obtained.
– Enterprises that meet the business conditions specified in Clause 1 of this Article will be granted a Domestic Travel Service Business License; If you meet the business conditions specified in Clause 2 of this Article, you will be granted an international travel service business license.

– The Minister of Culture, Sports and Tourism stipulates in detail the person in charge of travel service business; content of training, fostering, organizing exams, granting certificates of domestic tourism operations and international tourism operations.

3. What is the person in charge of the travel service business like?

– The person in charge of travel service business is the person holding one of the following positions: chairman of the board of directors; Chairman of the Board of Members; company president; private business owners; general director; director or deputy director; Head of travel services business.
– The travel major specified in Point c, Clause 1 and Point c, Clause 2, Article 31 of the Law on Tourism is shown on the diploma of one of the following professions, occupations, and majors:
+ Tourism and travel service management;
+ Travel management;
+ Tour operator;
+ Tourism marketing;
+ Travel;
+ Travel and tourism;
+ Tourism business and management;
+ MICE tourism management;
+ Travel agency;
+ Travel guide;
+ Industry, profession, or major containing one of the phrases “tourism”, “travel”, “tour guide” trained and awarded diplomas by educational institutions in Vietnam before the effective date of this Circular;
+ Industry, profession, or specialty that represents one of the phrases “tourism”, “travel”, “tour guide” trained and awarded a diploma by a foreign training facility.
In case the diploma does not show the majors, professions, or majors specified in Points l and m of this Clause, add a graduation transcript or diploma appendix showing the majors, occupations, or majors, including one of the phrases “travel”, “travel”, “travel guide”.
Thus, the person in charge of travel service business is the person holding one of the following titles: owner Chairman of the Board of Directors; Chairman of the Board of Members; company president; private business owners; general director; director or deputy director; Head of travel services business.
