This group includes:
– Rental without operator of other tangible equipment and goods commonly used as business goods:
+ Engines,
+ Machine tools,
+ Mining and oil exploration equipment,
+ Professional radio, television and communication equipment,
+ Cinematography production equipment,
+ Measuring and control equipment,
+ Other industrial, commercial and scientific machinery;
– Rental of road transport equipment (other than motor vehicles) without operator:
+ Motorcycles, mobile homes, camping trailers…,
+ Railway engines;
This group also includes:
– Rental of containers;
– Rental of pallets;
– Rental of animals (such as pets, racehorses).
Meanwhile, under sub-item 3.31, Section 3 of National Technical Regulation QCVN 41:2019/BGTVT on road signs issued with Circular 54/2019/TT-BGTVT:
3.31. A motorcycle (also called a motorbike) is a two- or three-wheeled motor vehicle and similar vehicles, propelled by an engine with a cylinder capacity of 50 cm3 or more and a kerb weight not exceeding 400 kg.
Thus, motorcycle rental without a driver has the economic sector code 77309.
Must motorcycle rental services without a driver register a business household?
Under Article 79 of Decree 168/2025/NĐ-CP on business households
Business households
1. A business household is registered and established by an individual or members of a family household and is liable with all of their assets for the business operations of the household. Where family household members register a business household, they authorize one member as the representative of the business household. The individual registering the business household, or the person authorized by the family household members as the representative, is the head of the business household.
2. Family households engaged in agricultural, forestry or fishery production, salt making, and street vendors, snack sellers, itinerant traders, mobile businesses, seasonal businesses, and low-income service providers are not required to register a business household, except where operating in conditional business sectors. The People’s Committees of provinces and centrally-run cities prescribe the low-income threshold applied locally.
Thus, motorcycle rental services without a driver do not fall under the cases exempt from business household registration.
Therefore, operating motorcycle rental services without a driver requires business household registration.
What fine applies to individuals operating motorcycle rental services without a driver without registering a business household?
Under Clause 1, Article 62 of Decree 122/2021/NĐ-CP as amended and supplemented by Decree 288/2026/NĐ-CP (effective from 21/7/2026), violations of business household registration:
Violations of business household registration
1. Fines from VND 5,000,000 to VND 10,000,000 for any of the following acts:
a) An individual or family household members registering more than one business household;
b) Establishing a business household without being entitled to do so;
c) Failing to register the establishment of a business household where registration is required;
d) Failing to register changes to the contents of the business household registration certificate with the commune-level business registration authority within 10 days from the date of change.

3. Remedial measures:
a) Being compelled to register the establishment of a business household as prescribed for violations prescribed at Point c, Clause 1 of this Article;
b) Being compelled to register changes to the contents of the business household registration certificate where not yet registered, for violations prescribed at Point d, Clause 1 of this Article.
Note: under Clause 2, Article 4 of Decree 122/2021/NĐ-CP as amended and supplemented by Decree 288/2026/NĐ-CP (effective from 21/7/2026), the above fine level applies to individuals.
Thus, an individual operating motorcycle rental services without a driver without registering a business household may be fined from VND 5,000,000 to VND 10,000,000.
At the same time, such individual is compelled to register the establishment of a business household as prescribed.
